RefAid BaltHUB works through regional cooperation between partner organisations in Estonia, Lithuania, and Latvia. This cooperation is essential because support for Ukrainians in migration often requires not only one service, but a clear and safe pathway through different systems.

Each Baltic country has its own context, services, procedures, and community needs. At the same time, many challenges faced by Ukrainians in vulnerable situations are similar: understanding where to turn, accessing healthcare and social services, receiving reliable information, navigating documents, finding psychosocial support, or being referred to the right organisation.

This is why cooperation between partners matters.

Within RefAid BaltHUB, partner organisations bring together local experience, service navigation, peer support, and community-based work. In Estonia, the project is implemented by EHPV — the Estonian Network of People Living with HIV. In Lithuania, the project partner is Demetra. In Latvia, the project partner is AGIHAS.

Together, these organisations help create a more understandable route to support for Ukrainians across the Baltic countries.

A person who reaches out may not always know exactly what kind of help they need. They may only know that they are facing a difficult situation and do not know where to begin. In such moments, a coordinated support pathway can help clarify the request, explain available options, identify the right service, and make safe referrals when needed.

This approach is especially important for people in vulnerable situations, including women with children, people living with HIV, LGBTQ+ people, and others who may face additional barriers, stigma, or fear of disclosure.

A strong support pathway means that a person is not left alone with the system. It means that support can begin with a first conversation and continue through consultation, navigation, accompaniment, referral, or access to essential services.

Regional cooperation makes this work stronger. It allows partners to exchange experience, learn from each other, respond to local needs, and build support that is more accessible, confidential, and non-discriminatory.

RefAid BaltHUB continues working to ensure that Ukrainians in Estonia, Lithuania, and Latvia can access support safely and with dignity.
