RefAid BaltHUB does not encourage people to return and does not make decisions on anyone’s behalf. The role of the project is to support people who are already considering this path themselves and need a safe, confidential space to discuss their options.
For some Ukrainians in migration, the question of returning may arise because of family circumstances, health needs, housing difficulties, employment, documents, emotional exhaustion, or the desire to be closer to relatives and familiar surroundings. For others, the decision may still feel uncertain, and they may need time to understand what is possible and what risks should be considered.
Voluntary return is not simply about buying a ticket.
Before making such a decision, a person may need to think through many practical issues: documents, travel route, safety, temporary accommodation before departure, health needs, children, employment, access to services, and possible support contacts in Ukraine.
This is why consultation matters.
A confidential consultation can help a person calmly discuss their situation, ask questions, understand available options, and plan the next steps without pressure, judgement, or rush. Support may include information about documents, help with logistics, planning a safe route, temporary accommodation before departure, and contacts for support in Ukraine.
The key principle is choice.
Support for voluntary return should always respect the person’s decision, dignity, safety, and right to informed choice. It should help people understand their options — not push them toward one specific decision.
Within RefAid BaltHUB, voluntary return support is provided only when a person is considering this option themselves and asks for assistance. The aim is to make the process safer, clearer, and less overwhelming for those who choose this path.
